Wastewater Treatment Plant

The Town of Fraser, Grand County Water and Sanitation District Number 1, and Winter Park Ranch Water and Sanitation District, both Special Districts governed by Colorado State Statute and regulated by the Colorado Department of Public Health and Environment, all share in the ownership and operation of the Upper Fraser Valley Wastewater Treatment Plant. The joint treatment plant was constructed and brought on line in 2004 to serve the properties in the Town limits including the properties inside the two Special Districts boundaries.

The Town of Fraser is the Joint Facilities Manager and has the responsibility for management and operation of the Joint Facilities Wastewater Treatment Plant.

While the Town of Fraser is responsible for management and operations of the Upper Fraser Valley Wastewater Treatment Plant, oversight of the plant is provided by the Joint Facilities Oversight Committee (JFOC), comprised of members of each Special District and members of the Fraser Board of Trustees. The committee is not a separate political entity and each member serves at the pleasure of their respective political subdivision. The JFOC represents the three partners for the purposes of construction, expanding, operating, managing and maintaining the Joint Facilities for the benefit of the partners, and communicating with the Joint Facilities Manager.

About the Facility

The Upper Fraser Valley Wastewater Treatment Plant is permitted as an activated sludge facility with a hydraulic design capacity of two million gallons of wastewater per day (2.0 M.G.D.). The treatment process utilizes pretreatment, nitrification in dual activated sludge basins with clariflocculators followed by UV disinfection.

Partner Districts

Grand County Water & Sanitation District No. 1

The Grand County Water and Sanitation District Number 1 boundary includes most of the town of Winter Park, except the area within and surrounding the Winter Park Resort ski area. The District's Board of Directors meets monthly on the third Wednesday at 5:30 p.m. at the Winter Park Town Hall Council Chambers, 50 Vasquez Road, Winter Park. 970-726-8081.

Winter Park Ranch Water & Sanitation District

The Winter Park Ranch Water and Sanitation District boundary primarily provides service to the area known as Winter Park Ranch. The District’s Board of Directors meets monthly on the third Tuesday at 6 p.m. at the Winter Park Ranch Water and Sanitation District office, 601 Park Place, Fraser. 970-726-8691
