Street Priority Ratings
Providing consistent snow management practices is critical in deploying our Snow Management Operations Plan for providing safe travel along public right-of-ways during storm events. The Town of Fraser has prioritized all roadways through a priority rating system which ranks the street routes from 1 to 3 and On-Call, with 1 having the highest priority and 3 having a lower priority. Street priority ratings are established according to traffic volumes, grades, school and public transit routes, public safety and emergency services access.
The Day Shift currently maintains approximately 18 miles of Priority 1 routes; 12 miles of Priority 2 routes, six miles of Priority 3 routes; and one mile of On-Call routes. The Evening Shift currently maintains approximately 18 miles of Priority 1 routes; 17 miles of Priority 2a routes; and one mile of On-Call routes. That is more than 36 lane miles of streets, walks, parking areas and trails combined!
Route Priority Definitions
Day Shift Maintenance - 6:00 a.m. to 4:30 p.m.
Priority 1: Arterial - Plow and Sand - these streets are typically high traffic volume, steep grades, school and public transit routes including public safety and emergency services access.
Priority 2: Collector and Local Roads - Plow and Sand - these streets are secondary routes used to access arterial and residential streets and may include school and public transit routes.
Priority 3: Alleys, Trails and Parking Areas
Plow Only - these areas are maintained as time allows following a storm event, however, they can take up to several days to be cleared depending on weather conditions and resources.
On-Call: Plow Only - Byers Peak Property/Gold Medal Ranch Road is not Town owned or maintained. Some Grand County Roads in Winter park Ranch along the public transit route and Grand County Roads 72 and 721 (Fraser Valley Parkway) are maintained as requested from dispatch by the Town of Fraser from 1 p.m. to 11:30 p.m.
Evening Shift Maintenance - 1:00 p.m. to 11:30 p.m.
- Priority 1 Arterial: Plow and Sand - these streets are typically high traffic volume, steep grades, school and public transit bus routes including public safety and emergency services access. Maintained from 1:00 p.m. - 11:30 p.m.
- Priority 2a Collector and Local: Plow and Sand - Town of Fraser Maintains from 1:00 p.m. - 11:30 p.m. as weather conditions and resources allow.
- On-Call: Plow and Sand - Grand County Roads 72 and 721 are county owned, however, Town of Fraser maintains GCR 721 from 1:00 p.m. until 11:30 p.m., or as requested from dispatch.
Private Streets are maintained by homeowners associations, developments and/or private property owners and receive no Town maintenance.
It can take from two to three hours to complete a snow route; however this time may vary significantly depending on a number of factors including rate of snowfall, pending weather forecast, traffic volume and time of day, topography, availability of snow removal equipment and staff, to mention a few.

Scheduling (November through April)
Snow removal operations start times vary based on current weather conditions, overnight snowfall accumulations, current and pending weather forecasts and / or emergency events.
Maintenance crews are scheduled to provide coverage in the winter months for approximately 16 hours each day. Shifts times range based upon the following criteria (times are approximate):
No Storm Event in Forecast
- Day shift - 6:00 a.m. until 4:30 p.m.
- Evening shift - 1:00 p.m. until 11:30 p.m.
Storm Event in Forecast
- Day shift - 1" to 2" 5:00 a.m. until 3:30 p.m.; 2" to 5" 4:00 a.m. until 2:30 p.m.
- Evening shift - 1:00 p.m. until 11:30 p.m.
